THE EU MRV REGULATION

(EU) 2015/757 is a European Regulation that requires ship owners and operators to annually monitor, report and verify CO2 emissions for vessels larger than 5,000 GT calling at any EU port. Data collection takes place on a per voyage basis and starts on January 1st, 2018; the MRV monitoring plans must be submitted by August 31, 2017, and the plans shall be assessed before the end of December 2017.

Which ships need to comply with EU MRV Regulation

• Ships exceeding 5,000 GT
• Regardless of Flag or Coutnry of Ownership
• Ships calling at any EU port from January 2018
• Ships carrying cargo or passengers for commercial purposes

Ship owners and operators must

• Develop its own monitoring plan and have it assessed
• Monitor and report its emissions and activity data
• Have its emissions report independently verified
• Carry on-board a document of compliance (doc)

EXEMPTIONS

The following type of ships are exempted from the EU MRV Regulation

• warships
• naval auxiliaries
• fish-catching or fish-processing ships
• wooden ships of a primitive build
• ships not propelled by mechanical means
• government ships used for non-commercial purpose

Ships used for:

• dredging
• ice-breaking
• pipe laying
• offshore installation activities.

Are also exempted if not serving the purpose of transporting cargo or passengers for commercial purposes

Methods for reporting fuel consumption

The actual fuel consumption for each voyage shall be determined and calculated using one of the following methods: 

• Bunker Fuel Delivery Note (BDN) and periodic stocktakes of fuel tanks
• Bunker fuel tank monitoring on board      
• Flow meters for applicable combustion processes
• Direct CO2 emission measurements

Reporting on a per-voyage basis 

From 1 January 2018, companies shall monitor emissions for each ship, falling under the scope of the MRV regulation, on a per-voyage basis and aggregate the voyage data in an annual report. The monitoring on a per-voyage basis shall cover the following parameters: 

• Port of departure and port of arrival
• Amount and emissions factor for each type of fuel consumed in total
• CO2 emitted
• Distance travelled
• Time spent at sea
• Cargo carried
• Transport work:  distance travelled x cargo carried
